Earn a return by itself: Yes. DCR can be staked by locking it to buy a ticket, which carries one vote. When the ticket is called to vote, on average after 28 days and at most 142, it returns the locked DCR plus a reward. A ticket has a 0.5% chance of expiring unused, which returns the DCR without a reward.
