Be held without a company: Partly. Pi mined in the phone app is not yet on the blockchain. Its white paper says only people who pass an identity check can move their phone balance to the blockchain, and Pi from accounts judged fake is not carried over.

Create more of it, or change the rule that limits supply.

Limit its own supply: Yes. Pi's white paper sets a maximum total supply of 100 billion Pi, of which the community is to receive 80 billion and the Core Team 20 billion.
