Be redeemed for what backs it: Yes. Redeeming burns the fund shares and pays out US dollars to a bank account or USDC to a wallet. Superstate's docs say purchases and redemptions have liquidity each market day.

Pay the return, where a return exists.
Earn a return by itself: Yes. USTB is a share in a fund that holds short-duration US Treasury bills. Interest shows as a steadily rising value per share, not as payouts. The token moves only between wallet addresses on Superstate's allowlist.
