OP does not run applications. It was launched as a governance token: holders vote on protocol upgrades, token allocations, adjusting inflation and elections.

OP was created in May 2022 with an initial supply of 4,294,967,296 tokens. That figure is not a ceiling: adjusting inflation is one of the matters holders vote on.
