PayPal USD (PYUSD) is a dollar stablecoin launched in 2023 by PayPal, issued by the regulated trust company Paxos. It is notable less for its technology than for who is behind it: the first dollar stablecoin issued by a major mainstream payments company.
It is backed by dollar deposits, short-term Treasuries and cash equivalents, with monthly reserve reports, and it can be held, sent and redeemed inside PayPal's own products as well as used on public blockchains.
It is fully centralised, and this is by design rather than oversight. Paxos can freeze or seize tokens, redemption depends on PayPal and Paxos continuing to operate the product, and availability is limited by jurisdiction and PayPal's own terms. For most users that is an acceptable trade for the familiarity and consumer protections of a regulated payments company — but it is the opposite of the censorship-resistance argument that motivated cryptocurrency in the first place, and it is worth being clear about which of those you are buying.
